Andrew C. Barrett served on the Federal Communications Commission (FCC), from 1989 until 1996, and the Illinois Commerce Commission (ICC), from 1980 until 1989. During his career as a commissioner, he was a member of the NARUC Executive Committee, the Committee on Communications and Chair of the Water Committee. Additionally, he served as President of the Mid-Atlantic Conference of Regulatory Utility Commissioners (MARUC) Conference.
Mr. Barrett is presently Managing Director of the Barrett Group, Inc., a consulting firm specializing in regulated industries. The Barrett Group represents electric, communications, software, cable and broadcasting clients. |

Susan F. Clark former Chairman of the Florida Public Service Commission, served as Commissioner from 1991 to 2000. Before serving as Commissioner, Ms. Clark served as General Counsel to the Commission for three years, supervising a team of 27 attorneys. Ms. Clark’s professional associations include Electric Power Research Institute Advisory Council and the Consortium for Electric Reliability Technology Solutions Board of Directors.
In 2000, Ms. Clark joined the law firm of Katz, Kutter, Haigler in their regulated utility practice division. |

Bruce B. Ellsworth was a commissioner for 12 years with the New Hampshire Public Utilities Commission. Mr. Ellsworth is a past president of the National Association of Regulatory Utility Commissioner (NARUC).
Ellsworth currently consults on energy issues. He is chair of the Advisory Council of the Gas Industry Standards Board, chair of the ISO-NE Advisory Committee and chair of the Hopkinton, New Hampshire Planning Board. He is also a member of the Board of Directors, Executive Committee and Advisory Council of the Gas Research Institute. Ellsworth is a member of the Executive Committee of the New York State Reliability Council and a former member of the Board of the National Regulatory Research Institute. |

Julia L. Johnson served on the Florida Public Service Commission, from 1992 until 1999, serving as Chairman from 1997-1999. She served as State Chair of the Federal/State Joint Board on Universal Service and the NARUC Committee on Communications.
Currently, Ms. Johnson is the President of NetCommunications. Governor Bush recently appointed Ms. Johnson to the Florida Board of Education. In that capacity, Ms. Johnson, is responsible for guiding the employment of advanced networks and education technology throughout Florida’s K-20 educational system. Previously Ms. Johnson served as chair to Florida's Information Service Technology Development Task Force (Internet Task Force) and also served as national spokesperson for the Net Compete Now Coalition. |

Sharon L. Nelson served two terms as Chairman of the Washington Utilities and Transportation Commission from February 1983 to August 1997. Ms. Nelson is a past president of the National Association of Regulatory Utility Commissioners (NARUC) and the Western Conference of Public Service Commissioners. She also served on the Federal/State Joint Board on Universal Service and the Steering Committee for the Comprehensive Review of the northwest Energy System.
Currently, Sharon Nelson is the Director of the Center for Law, Commerce and Technology at the University of Washington Law School in Seattle. |

Angel M. Cartagena joined the DC Public Service Commission in July 2000. He recently ended his term as chairman of the Public Service Commission of the District of Columbia. Mr. Cartagena was the first Hispanic to be appointed head of an independent agency in the District of Columbia and the first Republican to head the Public Service Commission. Nominated by Mayor Anthony Williams, Mr. Cartagena served as the Commission's chair from July 2000 to May 2003.
Mr. Cartagena participated in a forum designed to address the future of local electric distribution companies sponsored by the Center for the Advancement of Energy Markets. Presently, Mr. Cartagena . is president of Cartagena & Associates, LLC, an energy and telecommunications consulting firm. |

David Svanda is the former President of the National Association of Regulatory Utility Commissioners (NARUC). Mr. Svanda was appointed to the Michigan Public Service Commission in December 1995. He is also a past president of the Mid-American Regulatory Conference (MARC).

James Kerr is the leader of McGuireWoods Energy Policy Practice. He is a partner with McGuireWoods LLP and also a senior advisor with McGuireWoods Consulting LLC.
As leader of the Energy Policy Practice, he helps clients craft and execute legal, policy and business strategies involving issues such as energy sources, generation facilities, renewable energy sources and portfolio standards, transmission issues, carbon regulation, climate change policy, environmental regulation and compliance, and innovative finance solutions. He also serves clients with interests in regulated industries such as energy, telecom, water and waste water.
Before joining the firm, Mr. Kerr served as a Commissioner on the North Carolina Utilities Commission (2001-2008), he was president of the National Association of Regulatory Utility Commissioners (NARUC)(2007-2008), and president of the Southeastern Association of Regulatory Utility Commissioners (SEARUC)(2002-2003).
He has testified before committees of the U.S. Congress and North Carolina General Assembly, as well as the Federal Energy Regulatory Commission. He has also been a frequent speaker on regulatory issues to such groups as the Energy Regulators Regional Association (Central, Eastern Europe and Eurasia), the American Bar Association, North American Energy Standards Board, Electric Power Supply Association, Edison Electric Institute, American Gas Association, National Cable & Telecommunications Association, and the Harvard Electricity Policy Group.
In 2007, he was a delegate to the 6th European Union - U.S. Energy Regulators Roundtable in Athens, Greece. In 2005, he was named the 2005 Bonbright Honoree by the James C. Bonbright Utilities Centre, Terry College of Business, University of Georgia.
Mr. Kerr has been active in various bar-related and community service organizations, including the American Bar Association, the North Carolina Bar Association, and the North Carolina Association of Defense Attorneys. |

Charles Davidson, a former Florida Public Service Commissioner, has substantial government and regulatory experience including in the energy, advanced communications, hi tech, and water sectors. He has drawn on a wealth of government service and private sector experience to become a nationally recognized expert on the legal and public policy dynamics of regulated industries. He has testified before Congress and other state and federal bodies on an array of legal, regulatory, and policy issues.
Davidson has handled an array of commercial, regulatory, financial, international, and technology matters in the U.S. and abroad. His practice has included regulatory proceedings, multi-jurisdiction antitrust litigation, and compliance proceedings before the Department of Justice and the Securities & Exchange Commission. He has handled international claims against the Governments of Iran and Iraq. His practice has also included an array of international technology disputes, and various domestic and international commercial arbitrations and mediations.
As the Director of the Advanced Communications Law & Policy Institute at New York Law School, Davidson facilitates national policy analysis of key legal, regulatory, and policy issues facing the regulated communications industries. He previously served as Special Professor of Law at Hofstra University School of Law and as a fellowship instructor at the University of Florida College of Law.
Davidson previously served as Chairman of the Board of ITFlorida, where he worked with an array of national companies and governmental entities to spearhead the development of economic, tax, regulatory and technology-related public policies for the state of Florida. |
